Bloom KKCA Academy Debenture Program
Debentures
- Bloom KKCA Academy (the “Academy”) is a private educational institution which receives no regular funding or grants from the Hong Kong Government. In order to meet the long-term financial commitments of the Academy, a debenture program will be introduced in December 2024*.
Debenture holders will have the following benefits:
- Priority Interview for nominated student.
- Exemption in paying for annual Capital Levy of $25,000/student/year (pending EDB approval). Capital Levy program will be introduced in August 2025.
- Debenture is transferable.
Funds raised from the Debenture Program are expected to be used in:
- Infrastructure capital expenses: This category includes expenses related to the construction, renovation, or maintenance of school buildings, classrooms, playgrounds, and other physical facilities. This can include costs for building new classrooms, repairing roofs, upgrading electrical systems, or installing new HVAC systems.
- Technology capital expenses: The Academy needs to invest in technology infrastructure to support modern teaching methods and enhance student learning. This can include expenses for purchasing computers, tablets, interactive whiteboards, software licenses, and networking equipment.
- Furniture and fixtures: The Academy needs to purchase and maintain a variety of furniture and fixtures for classrooms, libraries, laboratories, and other areas. This can include desks, chairs, bookshelves,
- Equipment capital expenses: This category also includes expenses for laboratory equipment, food lab equipment, musical instruments, and sports equipment.
- Safety and security capital expenses : The Academy needs to ensure the safety and security of students and staff by investing in measures such as security cameras, access control systems, emergency alarms, and safety equipment. This can also include expenses for conducting safety audits, implementing safety training programs, and making physical improvements to enhance security.

In the event of a sale, transfer of debenture or change of nominated student, the school will have respective charges:
- Transfer of Debenture Administrative Charge: HKD15,000 or any sum prescribed by the school from time to time (non refundable)
- Change of Nominee: HKD15,000 or any sum prescribed by the school from time to time (non refundable)
- Transfer Fee: 20% on the difference between transfer price and prior transfer price/nominee value.
All transfers are subject to approval by the school.
Details of these charges and the procedures required for the school to recognize valid debenture transfers and changes to nominee will be provided in-person to parents, partners, donors and supporters who wish to subscribe for debentures. Debenture Subscription will be available in December 2024*.
